Health CS Deborah Barasa Fires Board Member in First Major Shake-Up of Social Health Authority

In her first significant move since taking office, Health Cabinet Secretary Dr. Deborah Barasa has dismissed Linda Murugi Gebson from her position as a member of the Board of Directors of the Social Health Authority. Gebson, who was appointed by former Health CS Wafula Nakhumicha for a three-year term beginning January 26, 2024, has been replaced just six months into her tenure.

Dr. Barasa announced that Gerald Macharia would take over Gebson's role, with his appointment effective from August 30, 2024, for a period of three years. The decision was formalized in a gazette notice citing the powers vested in the CS under section 7 (1) (f) of the Social Health Insurance Act.

This shake-up is part of Dr. Barasa's early efforts to bring changes within the ministry, less than three weeks after assuming her new role. She steps into the position at a critical time, with the health sector facing increased scrutiny and the impending transition from the National Health Insurance Fund (NHIF) to the Social Health Insurance Fund (SHIF) still mired in legal challenges.

The SHIF is a cornerstone of President Ruto's push for Universal Health Coverage, and ensuring a smooth implementation of this project will be one of Barasa’s major challenges. While the former CS initiated the employment of Community Health Promoters to advance this agenda, concerns have since been raised about the long-term sustainability of these efforts.

Dr. Barasa’s decision to replace Gebson is seen as a strategic move to align the board with her vision for the ministry as she tackles the complex task of reforming Kenya’s health sector.
