
The Ministry of Roads and Highways has ordered the immediate removal of an unauthorized billboard erected at the Flowerpot Interchange in Accra, citing violations of national advertising and road safety regulations.
In a statement released on Wednesday, August 20, 2025, the Ministry expressed concern about the unlawful installation, which carried the message “No Fees Stress.” The statement also referred to a disclaimer from the Students Loan Trust Fund, which denied any connection to the billboard and warned against the unauthorized use of its logo.
According to the Ministry, the billboard breached the Advertisement Specification for Outdoor Signs (GS 847:2019) set by the Ghana Standards Authority. It also violated Sections 11 and 15 of Act 540 and Section 188 of the Road Traffic Regulations, 2012 (LI 2180).
The Ministry stressed that such structures not only contravene the law but also pose safety risks to road users and compromise the integrity of public infrastructure. It called on the Ledzokuku Municipal Assembly to work with the Department of Urban Roads to ensure the billboard is taken down without delay.
Beyond the immediate removal, the Ministry appealed to the Advertising Association of Ghana to strictly enforce its code of conduct on outdoor advertising. It also urged all metropolitan, municipal, and district assemblies to collaborate with regional road agencies before approving permits for advertisements or notices along road corridors.
“The Ministry remains committed to protecting road users and preserving infrastructure,” the statement noted, underscoring the government’s position against unauthorized structures that could endanger public safety.
The directive comes amid growing scrutiny over outdoor advertising practices in the country, where unregulated billboards often appear along busy intersections and highways. Authorities believe that tighter enforcement and closer cooperation between agencies are necessary to maintain order and safety on major roads.
The removal order at the Flowerpot Interchange is expected to serve as a warning to advertisers and agencies that bypass established legal and safety standards.
