Land Dispute Slows KDF Base Plan in Turkana East, Tuya Says

Defence Cabinet Secretary Soipan Tuya says the delay in setting up a permanent Kenya Defence Forces (KDF) base in Turkana East is due to complex land ownership challenges. Speaking to the National Assembly Committee on Defence, Intelligence and Foreign Relations on Tuesday, she explained that the targeted land is held under communal tenure, making acquisition a lengthy process that requires multiple approvals.

Tuya told MPs that because the land belongs to the local community, the government must secure facilitation from the Turkana County Government and obtain clearance from the National Land Commission. She noted that discussions with county leaders are ongoing to speed up allocation, allowing the military to establish a permanent base that can deter cross-border attacks.

“We are working with the Turkana County Government to fast-track allocation so that KDF can have a permanent presence and prevent future incursions,” she said.

While the land acquisition process continues, Tuya assured lawmakers that border security is being maintained through alternative measures. She stressed that security along the Kenya–Ethiopia border does not depend solely on the permanent base, but such a facility would greatly improve rapid response to threats.

“In the meantime, we have deployed mobile detachments to strategic points along the border,” Tuya explained.

She also highlighted recent steps taken after the February 2025 Todonyang attack, including the reinforcement of police units in Turkana East and increased aerial patrols using helicopters. These measures, she said, aim to boost the government’s ability to respond swiftly to emerging security threats.

“The security of Kenyans is our top priority, and the Government is taking all necessary measures to prevent recurrence,” she told the committee.

Tuya further revealed that security posts along the border have been strengthened and coordination between relevant agencies has been improved. Information-sharing has also been enhanced to ensure operations run smoothly as plans for the new base are finalised.

She reiterated that a permanent KDF base in the region will be a critical part of long-term security efforts, but until then, the government remains committed to maintaining safety and stability in Turkana East through the measures already in place.
