French President Emmanuel Macron emphasized the importance of strengthening Morocco-France relations, saying the two nations are “destined to lay the foundations for an exceptional partnership.” Speaking before Morocco’s parliament, Macron said both countries are committed to forging a forward-looking alliance that respects their shared history but is focused on future opportunities and challenges.
Highlighting the unique relationship between Morocco and France, Macron thanked King Mohammed VI for his supportive words regarding France, expressing hope that their bond will continue to grow. He noted Morocco's historic monarchy, one of the oldest in the world, which he described as confidently progressing under the leadership of King Mohammed VI, with strong support from its vibrant youth. Macron also acknowledged Morocco’s commitment to tolerance, diversity, and dialogue, values that he said define the country’s identity.
A key aspect of Macron’s speech focused on Morocco’s moderate approach to Islam, which he said is a “tolerant Islam” promoted by King Mohammed VI in opposition to extremism. He underscored Morocco's stability and openness as valuable qualities in today’s turbulent world, emphasizing the global importance of Morocco’s leadership on this front.
Looking ahead, Macron called for deeper collaboration in several critical sectors, including education, economic investment, technology, and transportation. The two nations are already cooperating on various projects, such as developing high-speed rail networks and expanding the cultural and creative industries to enhance employment for youth. Macron highlighted promising areas for further partnership, such as agriculture, water resource management, healthcare, and digital technology, while also supporting Morocco’s efforts in sustainable water use, an area he said the world can learn from.
On the sensitive topic of the Moroccan Sahara, Macron reiterated France’s stance in support of Moroccan sovereignty, specifically endorsing Morocco’s 2007 autonomy plan as the path to a just and lasting solution in line with United Nations resolutions. He emphasized that France’s support is grounded in respect for history and the current realities of the region.
Macron also spoke about the need to enhance cooperation with Africa, proposing a “triangular partnership” with Morocco that would address shared goals in sectors like agriculture, ecological initiatives, education, and energy. He highlighted Morocco’s geographic and historical position as a bridge between Africa and Europe and praised King Mohammed VI’s vision for regional partnerships.
To formalize this relationship, Macron proposed creating a new strategic framework for Morocco-France ties, potentially signed 70 years after the historic Seine-Saint-Cloud agreement. He concluded by applauding King Mohammed VI’s humanitarian contributions in the Middle East, acknowledging Morocco’s “strong and singular voice” amid ongoing crises, and expressed confidence in the continued success of the Morocco-France partnership.
