Ruto Reshuffles Leadership in CA and Athi Water Boards

President William Ruto has revoked the appointment of Mary Wambui Mungai as the Non-Executive Chairperson of the Communications Authority (CA) Board, replacing her with Charles Kamau Karondo. The leadership changes were announced in a gazette notice dated Friday, August 8, 2025, and take effect immediately.

According to the notice, Karondo will serve as CA Board Chair for a three-year term. “In exercise of the powers conferred by section 6 (1) (a) of the Kenya Information and Communications Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Charles Kamau Karondo to be the non-executive Chairperson of the Board of Directors of the Communications Authority, for three (3) years, with effect from 8th August, 2025. The appointment of Mary Wambui Mungai is revoked,” the notice read.

In a parallel move, Water, Sanitation, and Irrigation Cabinet Secretary Eric Murithi Mugaa appointed Mary Wambui Mungai as the Non-Executive Chairperson of the Athi Water Works Development Agency Board. Her appointment under the Water Act also takes effect from August 8, 2025, and will run for three years.

The reshuffle effectively swaps the leadership roles between the two, as Mungai takes over from Karondo at Athi Water, while Karondo assumes the top role at the CA Board. In the separate gazette notice issued by CS Mugaa, the revocation of Karondo’s appointment to the Athi Water Works Development Agency Board was confirmed. “In exercise of the powers conferred by section 66 (1) (a) of the Water Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for Water, Sanitation and Irrigation appoints Mary Wambui Mungai to be the non-executive Chairperson of the Board of Directors of the Athi Water Works Development Agency… The appointment of Charles Kamau Karondo is revoked,” it stated.

The changes place both leaders in new strategic roles at two key state agencies, with each expected to bring their experience to the respective sectors. The CA Board oversees regulation of Kenya’s communications industry, while the Athi Water Works Development Agency is responsible for major water and sanitation infrastructure projects in its jurisdiction.
