
The Kenya Bureau of Standards (KEBS) has issued new guidelines for buyers of police-auctioned vehicles, outlining specific conditions for registration. In a notice on April 1, 2025, KEBS emphasized that it enforces the Kenya Standard Code of Practice for Inspection of Road Vehicles (KS 1515:2000), which prohibits the importation and registration of vehicles older than eight years from their first registration date.
However, KEBS has stated that under special circumstances, it can recommend a waiver of the age limit to the Cabinet Secretary for the Ministry of Investments, Trade, and Industry. The agency clarified that such waivers will only be considered if applicants meet certain criteria.
To apply for a waiver, buyers must submit a waiver application letter along with a multi-agency pre-auction report. Additionally, the buyer must provide a Gazette Notice from the National Police Service, which lists the vehicle for auction and specifies whether it is for road use or for scrapping, as outlined in the pre-auction report.
Other required documents include a court order authorizing the auction, the auctioneer's license, and a certificate of sale. Buyers must also submit a tape lift from the Directorate of Criminal Investigations (DCI) and clearance from Interpol.
KEBS made it clear that only vehicles meeting these requirements will be considered for a waiver. The agency will then recommend approval to the Cabinet Secretary, who will make the final decision regarding the waiver of the age limit.
This move comes as part of KEBS’s ongoing efforts to ensure that only roadworthy vehicles are registered in Kenya, in line with national safety standards. Buyers of police-auctioned vehicles are advised to ensure that they meet these conditions if they wish to seek an age limit waiver for registration.
KEBS emphasized that these steps are crucial to maintaining road safety and compliance with the law, and the public is encouraged to carefully follow the outlined procedures before purchasing and attempting to register police-auctioned vehicles.
